Server ownership and gifs (with nitro

So in an attempt to spice up my server which myself and 12 other friends (at the time of writing this) i purchased nitro (£9.99) as i believed it would enable me, the owner, to allow my friends to able to use custom gifs in the server, now its on me for believing in that but it still doesn't answer the question which is.
Why isn't there a nitro for servers only?
Im happy to pay for said features, say £25 -£35 per month.

If i was to gift nitro (or my friends buy it themselves) it would cost £65 for everyone in my server to use which seems absolutely ludicrous.

Granted other servers have a much much higher head count, maybe charge on how many people are in the server (1-50 =£25 per month by the owner, 51- 250 = £35 and so on).
