2,500+ Member Push Notifications

I believe that Discord should allow us to get push notifications for channels that have under 2,500 members even if the server has over 2,500 members. What I mean is this: you are in a large server (over 2,500 members) and you want to be able to receive push notifications for a channel that only a few people have access to. Right now, you are only able to get notified about @ mentions. I think that the "All Messages" option should be based on member count in each channel rather than the server as a whole.
